Sektörel Mükemmeliyet Merkezlerinin Kurulması Yoluyla Mesleki ve Teknik Eğitimin Kalitesinin Artırılması Teknik Yardım Projesi
Technical Assistance for Improving the Quality of Vocational Education and Training through Establishment of Sectoral Centres of Excellence which is an operation run in the scope of Instrument for Pre-Accession Assistance for 2014-2020 (IPA II) is run in cooperation with the Directorate General of Vocational and Technical Education of the Ministry of National Education which is the beneficiary, the Directorate of European Union and Financial Assistance of the Ministry of Labour and Social Security which is the operating structure and Delegation of the European Union to Turkey which is the donor institution.
Activities under the technical assistance component of the Operation started on March 1, 2021. Activities described under the Technical Assistance Component are conducted in line with the work plan and depending on the Covid-19 situation.
Increasing the quality of vocational and technical education by developing the Knowledge, skills and competencies in line with the EQARF and EQAVET through
• training teaching and administrative staff,
• improving learning environments,
• providing VET as an attractive option for students,
• increasing cooperation between schools, social partners and private sector through establishment of Sectoral Centres of Excellence (SCoE).

Quality Assurance Boards established in 25 provinces.
Activities include revising the existing quality assurance system to improve quality assurance system of VET and disseminate quality applications, introducing the required improvement, providing trainings, creating the Quality Assurance Board and Provincial Quality Boards.
On-the-Job Trainings provided for 3000 Teachers.
3.000 VET teachers at VET secondary education institutions selected from 25 fields will receive on-the-job training to improve their special field qualifications. A question bank developed for the training needs analysis on the basis of special field qualifications which have already been determined by the MoNE, Directorate General of Vocational and Technical Education and a training needs analysis done for 4.000 teachers.
15 Sectoral Centres of Excellence established.
15 Sectoral Centres of Excellence established to improve special field qualifications of teachers at VET secondary schools through on-the-job training and distance learning methods.
14 Sectoral Centres of Excellence from a total of 25 fields established and 1 sectoral centre of excellence established on vocational foreign language, mathematics and science, staff working at the centres trained on various topics in Turkey and abroad.
Sectoral Centres of Excellence establish permanent link between vocational and technical education and relevant industries and ensures continuous professional development of teachers. Mechanisms which will help teachers adapt themselves to developments in their relevant sectors will be launched.
Teachers provided with vocational foreign language, mathematics and science applications.
Vocational foreign language knowledge of VET teachers and competence of maths and science teachers working in VET schools in the field of mathematics and science will be improved via trainings with applications.
More than 1300 teachers will be trained and 90 teachers will be trained as trainers.
Monitoring and Evaluation Standards in Educations will be defined.
Competences of education administrators at local level to monitor and evaluate education and training applications will be improved. In this scope, a guidebook for monitoring and evaluation of education and training applications at local level will be developed and relevant trainings will be provided.
Learning materials for VET secondary education institutions developed and prepared.
This result involves intensive trainings to be provided to 262 teachers on material development and more than 2500 teachers trained on use of and access to existing materials.
Vocational guidance and career consultancy services improved.
Existing vocational guidance system will be revised, necessary improvement will be introduced and pilot application of the system will be launched. In addition, more than 1200 people will be informed and provided with trainings.
Awareness on vocational and technical education is enhanced.
Awareness raising activities conducted to improve the vocational and technical perception in Turkey. Awareness and perception of a quality culture accepted by everyone working in various levels of vocational and technical education will be enhanced. Skills and knowledge contests and exhibitions for VET schools organised. Awareness raised on vocational guidance.
Grant Schemes Implemented.
Grant schemes support innovative approaches, teachers’ trainings as well as methodologies to ensure cooperation among business world, professional organizations, NGOs in education sector and vocational and technical secondary education institutions in order to enhance quality of vocational and technical education.
